US is revising the VOC control of consumer products

The US has notified the World Trade Organization’s Committee on Technical Barriers to Trade of New Hampshire’s proposal to revise rules relating to limits on emissions of volatile organic compounds (VOCs). That will amend the existing rules,Env-A 4100.
 
The state's Department of Environmental Services is proposing to add VOC limits for several products. These include adhesive removers, disinfectant (aerosol and non-aerosol), fabric fresheners (aerosol and non-aerosol) and footwear or leather-care products. It is also proposing to increase the existing limits for construction, panel, and floor-covering adhesives, as well as for structural waterproof adhesives. However, it wants to decrease the limits for several products, including general purpose adhesives, floor polishes/waxes, aerosol general purpose degreasers, and laundry starch/sizing/fabric finish products.
 
The proposed rules also would prohibit the sale or manufacture of any multi-purpose solvent or paint thinner that contains any methylene chloride, perchloroethylene, or trichloroethylene, subject to allowances for sell through and for impurities in a combined amount equal to or less than 0.01 percent by weight.
