16 May 2019, the State Administration for Market Regulation released the requirements of the conformity assessment system for the restricted use of hazardous substances in electrical and electronic products. It shall soon be implemented from 1 November 2019, and the products listed in the management catalogue of restricted use of hazardous substances of electrical and electronic products, leaving factory and imported, shall meet the requirements of the implementation arrangement. The implementation arrangement of the conformity assessment system includes five parts: conformity assessment method, national voluntary certification organization, self-declaration organization, conformity assessment mark and supervision and management.
The conformity assessment system for the limited use of hazardous substances in electrical and electronic products includes two ways: voluntary certification for the limited use of hazardous substances in electrical and electronic products and declaration of the supplier's compliance. The supplier of electrical and electronic products included in the standard management catalogue should choose voluntary certification or self-declaration to complete the conformity assessment of the restricted use of hazardous substances of electrical and electronic products.
The voluntary certification should be implemented in accordance with the implementation rules of the voluntary certification for the restriction of the use of hazardous substances in electrical and electronic products. Certification bodies engaged in voluntary certification promotion by the state shall be established in accordance with law, approved by the state administration of market supervision and solicit opinions from the ministry of industry and information technology. Certification institution shall comply with the basic requirements of the measures for the administration of the certification body, meet the GB/T 27065 "conformity assessment certification body products, processes and services requirements, and RB/T 242" requirements of green product certification institution ", and it shall meet the requirements to engage in electric and electronic product certification activities related to restrict the use of harmful substances testing technical capabilities. The supplier shall, after completing the conformity evaluation of the products, submit the conformity information of the corresponding products in accordance with the "rules for the declaration of conformity of the supplier to restrict the use of harmful substances of electrical and electronic products".
Use picture I as conformity assessment mark for products subject to national voluntary certification. For self-declared products, use picture II as conformity assessment mark.
China RoHS 2 requires that all electronic and electrical products that are sold in the People's Republic of China be marked with one of the following two logos depending on whether if they contain any hazardous substances exceeding official concentration limits.
Green symbol with e in it: This product does not contain any hazardous substances exceeding concentration limits and is a green environmentally friendly product which can be recycled;
Orange symbol with the number 10 in it: This product contains certain hazardous substances and can be used safely during its environmental protection use period (as indicated by the number in the center) which should enter into the recycling system after its environmental protection use period.
