EU to restrict 22 more hair dye substances

The EU is planning to restrict 22 more hair dye substances by adding them to the Annex III of the cosmetics Regulation, according to a notification document sent to the World Trade Organization (WTO). The substances include 1,4-benzenediamine, 2-methyl, 2,5-diaminotoluene sulphate and 1,3-benzenediol, among others.

 

Annex III will also be amended to include ten hair dye substances and hydrogen peroxide, all of which have been authorised for use in eyelash colouring products. The amendment applies strict conditions of use and requires warnings, such as "for professional use only" to appear on packaging.

 

According to the amendments, the presence of benzyl alcohol will have to be indicated in the list of a cosmetics product’s ingredients when its concentration exceeds 0.001% in leave-on products and 0.01% in rinse-off products.
