RoHS2 will limit 10 harmful substances, including four phthalates
The European Commission has notified the World Trade Organization (WTO) that it intends to restrict the phthalates DEHP, BBP, DBP and DiBP under the revised EU Directive on the restriction of hazardous substances (RoHS2) in electrical and electronic equipment .You can see the details :

The flame retardant HBCDD was also considered for restriction under RoHS2 in the past, but it has been left out because the Commission decided that REACH, and the EU's implementation of the UN Stockholm Convention, sufficiently restrict the substance.
The restriction proposal was finalised by the Commission’s environment directorate following stakeholder and internal Commission consultations, as well as written consultations from official EU member states’ experts in charge of RoHS2.
The restriction regulation, which will be introduced as a "delegated act" and therefore will not have to go through the full procedure for seeking approval from the European Parliament and Council, is expected to be adopted by February or March. Electrical and electronic equipment on the EU market will have to comply by 22 July 2019, with the exception of medical devices and monitoring and control instruments, which will have until 22 July 2021.
