On 19 October 2016, American Society for Testing and Materials (ASTM) publishes Standard Consumer Safety Specification for Toy Safety ASTM F963-16, which will become mandatory in the middle of 2017. Pursuant to Consumer Product Safety Improvement Act (CPSIA), the amendments in ASTM F963-16 will become mandatory in 180 days unless otherwise required by Consumer Product Safety Commission (CPSC).

There are following revisions in the new version:

1. Revise kinetic energy of projectile toys to be in line with international standards;

2. Include new test requirements for toys with rechargeable batteries and battery packs;

3. A warning label is required for button cells with a voltage no greater than or equal to 1.5V;

4. Include test requirements for inflatable toys and specify test methods and equipment;

5. Add test requirements for toy chests;

6. Revise heavy metal and biological indexes;

7. Other revisions.

C&K Testing reminds that Consumer Product Safety Act (CPSA) and CPSIA have introduced ASTM F963 requirements. In business practice, toys failing to meet ASTM F963 cannot access US market. Toy businesses shall pay close attention to regulatory updates.
