For the purpose of development of electric bicycles, Standardisation Administration of China (SAC) notified Chinese Ministry of Industry and Information Technology (MIIT) to revise the mandatory national standard GB17761-1999 Electric bicycles – General technical requirements, which revealed some problems including the absence of mechanical, electric and fire protection requirements in the standard on 10 Feb. 2017.

New bicycle standard under development

To diminish the safety hazards posed to consumers and other traffic participants, Chinese MIIT launched the project to develop the new national standard named Electric bicycles-Safety technical norms and seek for public opinions on 9 Nov. 2016.

Intensified administration on public bicycles

On 25 Jan. 2017, Shanghai Quality Supervision Bureau (“Bureau”) said it would collaborate with Shanghai Bicycles Industry Association to strengthen the management administration of shared bicycles. There are currently three standard drafting teams: Public bicycles (Part I: bicycles), Public bicycles (Part I: electric bicycles) and Public bicycle services. Their aim is to intensify industry disciplines, enhance service quality, strengthens the production, use and operators’ principle responsibilities of shared bicycles.

Based on National Bureau of Statistics of the People's Republic of China (Jan.-Dec. 2016):

Production of two-wheeled bicycles: 53.033 million, revenue: RMB 63.8 billion Yuan

Production of electric bicycles: 32.15 million, revenue: RMB 100.17 billion Yuan

Export: RMB 26.29 billion Yuan

The figures show us the prosperous bicycle market, which also inform us the necessity to regulate the quality of the industry. The regulatory framework for bicycles are developing and improving.
