The first national standard on School Uniforms of Primary and Secondary Students in China

China publicises and implements the first national standard on School Uniforms of Primary and Secondary Students
General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and Standardization Administration of the People's Republic of China publicise (2015) No. 21 Notification to approve GB/T 31888-2015 School Uniforms of Primary and Secondary Students, which clearly sets out rules on fabrics, safety requirements and comfort on school uniforms as the first related national standard.
The standard poses higher requirements for school uniforms of primary and secondary students compared with other standards on apparel of the same category.
What’s more, it specially adds the stipulation that content of partial cotton fibre shall be no less than 35% and no addition of details is allowed to guarantee the comfort of school uniforms.
The standard provides for the content of formaldehyde, PH value and degradable carcinogenic aromatic amines dyes meet requirements of Category B (those for intimates) of GB 18401-2010 National General Safety Technical Code for Textile Products in terms of safety; as for combustibility, sharpness of accessories, cords & drawstrings and remaining metal needles, etc., they shall conform to GB 31701-2015 Safety Technical Code for Infants and Children Textile Products.

GB 31701-2015 is released by Standardization Administration of the People's Republic of China on 26 May 2015. The updates of GB 31701-2015 safety requirements can be summarized as the following items:
Requirements on chemical safety: limit requirements are included on 6 plasticizers and 2 heavy metals (lead and cadmium).
Mechanical safety:
1. Specific stipulations on cords and drawstrings used in the different areas such as neck, shoulders and waist are made (no cord is allowed in the neck area of clothes for infants and children that below 7 years old).
2. Stipulations on attached components are made for certain tensile strength but no sharp points or edges.
3. Requirement on combustibility is added.
C&K Testing reminds enterprises that China has been paying more attention to the safety of children’s wear so as to guarantee children’s health in recent years. Related enterprises should keep an eye on these new standards. In the meanwhile, prompt testing on products shall be updated in case of any loss.
