The European Union Proposed to Add Two Substances into Restricted Substances List under RoHS Directive

May 2022, the European Commission launched a public consultation on the restriction of the use of certain hazardous substances in electrical and electronic equipment (known as the RoHS-Directive), which recommended to add Tetrabromobisphenol A (TBBP-A) and medium-chain chlorinated paraffins (MCCPs) into the List of RoHS Restricted Substances. If this draft is approved, the number of the RoHS Restricted Substances will be increased from 10 to 12. The European Commission is planned to adopt the it in the fourth quarter of 2022 and the restriction measures of these two substances shall be subject to the final decision of the Commission.

Applications

MCCPs, used as flame retardants and plasticizers in flexible plastics, rubbers, and other polymers, have a wide range of applications. Most MCCPs are adopted in the production of PVC products while the remaining are used to produce rubber or other polymer products. In electrical and electronic products, MCCPs are mainly used to produce PVC insulated cables or wires, flexible plastics, or rubber parts, including polyurethane, vulcanized rubber, acrylic acid, and butyl sealant.

TBBP-A is mainly used as the predictor for the production of brominated epoxy resins, and in the production of FR4 type printed wired boards (FR4 PWB) functioning as the reactive flame retardant. It can also be used in epoxy sealants, adhesives, and packaging. Moreover, TBBP-A is used as the additive flame retardant in thermoplastic electrical and electronic components.
