Testing of Harmful Substances in Plastic Tracks
Testing of Harmful Substances in Plastic Tracks

Background

Since 2014, "poisoned track" incidents have occurred in schools in Beijing, Suzhou, Wuxi, Nanjing, Changzhou, Shenzhen, Shanghai, Hebei and other places, causing some students to suffer from nosebleeds, allergies, dizziness, nausea and other symptoms. In recent years, a large number of schools have used plastic track to replace the original playground materials due to upgrades and renovations. However, since the lack of a regulatory system, the quality of the plastic track is worried. Some unscrupulous businesses use toxic materials for construction, which brings great harm to the teachers and students who use the track. In order to ensure the health and safety of students, since 2016, the Ministry of Education has negotiated with the General Administration of Sports, the Ministry of Environmental Protection, the China Petroleum and Chemical Industry Federation and other departments to improve the plastic track standards. In 2018, the National Standardization Committee released a new version of the national mandatory standard for plastic track GB 36246-2018 "Sports areas with synthetic surfaces for primary and middle schools".

Synthetic surfaces layer of sports areas refers to the ground layer of sports area paved with polymer synthetic materials, including plastic track, basketball and volleyball stadium and artificial turf, Granules, adhesives, etc.

Existing Standard

  • National mandatory standards GB 36246-2018 "Sports areas with synthetic surfaces for primary and middle schools"
  • National recommended standard GB/T 14833-2011 "Synthetic materials track surface"
  • Zhejiang Provincial Department of Education, Zhejiang Provincial Department of Environmental Protection, Zhejiang Provincial Department of Housing and Urban-Rural Development, and Zhejiang Provincial Bureau of Quality and Technical Supervision Notice on further strengthening the construction and management of synthetic material sports areas in schools.
  • Guidance for the Construction of Synthetic Materials Sports areas Facilities in Jiangsu Province
  • Shanghai Group Standard T/SHHJ000003-2018 " Limit of harmful substances of synthetic surfaces for school sports areas "
  • Shenzhen Engineering Construction Technical Specification " Standard for quality control of synthetic sports surfaces "

From November 14th to November 21st, 2016, the National Standards Committee solicited opinions on the project of "Sports areas with synthetic surfaces for primary and middle schools".

From December 6, 2016 to December 13, 2016, the National Standards Committee solicited opinions on the "Technical requirements and test methods for sports field Part 6: Track and field" and "Sports Areas Ground Floors".

On December 28, 2016, the official website of the National Standards Committee updated the notice on the issuance of the national standard plan for "Sports areas with synthetic surfaces for primary and middle schools".

On March 18, 2017, CIRS C&K Testing was invited to participate in the second plenary meeting of the first session of the Zhejiang Sports Venue Construction Industry Association, and explained and introduced the construction requirements of synthetic material sports areas in Zhejiang Province.

In 2018, the National Standardization Committee released a new version of the national mandatory standard for plastic runways GB 36246-2018 " Sports areas with synthetic surfaces for primary and middle schools ".
