Taiwan has formulated “Inspection Rules on Suitcases” covering wheeled or trolley suitcases with frames or in fixed shapes on 31 October 2016. The standard takes into force immediately.
It specifies that the inspection of suitcases shall be subject to CNS 15331 Evaluation criteria for bags, cases and trunks, including performance tests and test for material quality.
Performance tests: drop test, load test, function test for expendable handles and travelling test.
The chemical test involves the following:
1. 8 heavy metals (for leather, textile, metal, rubber & plastic and glueing materials)

3. Specific azodyes:
The specific azodyes present in leather, textile, rubber & plastic, glueing materials and surface plating (including printing and images attaches) shall not be in concentrations greater than 30mg/kg.
4. Chromium (VI):
The limit for chromium (VI) present in the leather articles is 3mg/kg, while the substance shall not be detected in the metal plating of metal articles and rubber & plastic articles. It is noted that only rubber & plastic materials with plating shall be tested for chromium (VI).
5. DMFU
The limit for DMFU present in leather articles (including PU) is 1mg/kg.
6. Phthalates
The sum of 8 phthalates (DMP, DEP, DEHP, DBP, BBP, DINP, DIDP, DNOP) shall be less than 0.1%.
7. PAHs
Benzoapyrene shall not be present in handles of rubber & plastic or composite materials in concentrations greater than 1mg/kg. The sum of 16 PAHs shall not be greater than 10mg/kg. The list is consistent with EPA.
