Shanghai Customs Monitors that the Unqualified Rates of Imported Baby Products subject to Random Inspection Nearly 50%

On March 15, 2021, Shanghai Customs held a press conference and announced that Shanghai Customs carried out risk monitoring on five categories of 199 batches of imported baby consumer products in 2020, including children's scooters, baby clothing, baby food contact products, baby diapers, and stationery, 95 batches of unqualified batches were detected, with an overall disqualification rate of 47.7%. The security situation is not optimistic. Among them, 10 batches of children's scooters, 2 batches of unqualified, unqualified rate 20%; 99 batches of baby clothing, 27 batches of unqualified, unqualified rate 27.3%; 20 batches of baby food contact products, 11 batches of unqualified, unqualified The pass rate is 55%; 10 batches of baby diapers, all of which are qualified; 60 batches of stationery, 55 batches of unqualified, 91.7% of unqualified batches.

Summary of monitoring results found that some unqualified items involved health and safety, and potential safety hazard can’t be ignored. There are 10 batches of unqualified baby and children's clothing ropes, accounting for 37.0% of the total unqualified batches. The unqualified items will cause mechanical damage such as tripping, dragging, and suffocation. 12 batches of infant and children's clothing have unqualified color fastness to wet rubbing, accounting for 44.4% of the total unqualified batches. When this item is unqualified, the dye will be contaminated on other fabrics or skins, causing harm to the health of infants and children. 2 batches of food contact products are unqualified for migration of acrylonitrile. If acrylonitrile migrates into food and is ingested by the human body, it will cause dizziness, fatigue, nausea and vomiting, numbness of hands and feet, etc., and cause harm to the human body.

Customs related inspection personnel stated that for food contact materials, such as plastics, they mainly conduct tests for overall migration, potassium permanganate consumption, heavy metals as lead, and decolorization experiments. If these indicators exceed the standard, they may migrate into food and enter the human body, and then may cause harm to the human body. For toys, the main risk items are small components, circuit strength, and sharp burrs.

In addition, during the laboratory test of the Betta smart series PPSU milk bottle SF4-240ml and the Betta gem series round hole pacifier imported from Japan, Shanghai Customs has successively detected that the volatile compound content of the pacifier exceeded the standard and was not in accordance with GB4806.2-2015 "National Food Safety Standard Pacifier". Shanghai Customs determined that these products were unqualified and destroyed them. Shanghai Customs stated that they will resolutely return or destroy unqualified products that involve safety, hygiene, and environmental protection during random inspections to prevent them from entering the country and endangering consumers' health and safety. For brands with high unqualified rates, a series of measures including stricter risk control will be implemented.
