In 2021, through on-site inspection and laboratory testing, Shanghai Customs had effectively implemented the quality and safety inspection and supervision of imported consumer goods at Shanghai ports, and effectively guaranteed the safety and health of consumers. The relevant unqualified cases found by Shanghai Customs in the quality and safety inspection of imported and exported commodities are hereby released.
Case 1: Continuous detection of unqualified adult clothing of BRANDY MELVILLE brand imported from Italy
During the laboratory testing process of several batches of BRANDY MELVILLE brand clothing imported from Italy, Shanghai Customs successively detected that the pH value, color fastness to water and color fastness to perspiration did not conform to the requirements of GB18401-2010 "National general safety technical code for textile products", it is judged to be unqualified, and the company was ordered to return/destroy it.
Case 2: Continuous detection of PETIT BATEAU (small sailboat) brand children's clothing imported from France was unqualified
In the laboratory testing process of several batches of PETIT BATEAU (small sailboat) brand baby clothing imported from France, Shanghai Customs had successively detected pH value, color fastness and other items that do not conform to the relevant requirements of GB31701-2015 " Safety technical code for infants and children textile products", it was judged to be unqualified, the company was ordered to return/destroy it.
Risk analysis: After wearing clothing products with unqualified pH value, it may destroy the pH of human skin and cause discomfort. Especially for infants and people with sensitive skin, it is easy to cause allergic symptoms such as skin itching. Color fastness is one of the main indicators for judging the quality of textiles and clothing, reflecting the durability of clothing colors. If such unqualified textiles are directly rubbed with human skin or contacted with sweat, the dyes will be transferred to the skin under the action of sweat, etc., which will not only cause the clothing fabrics to fall off, affect the appearance and suitability of wearing, moreover, it may become an inducing factor of human disease under the biocatalysis of bacteria, causing harm to the human body.
Case 3: The "MICHAELARAM" brand combination tableware from India was found to be unqualified
During the laboratory testing of the "MICHAEL ARAM" brand combination tableware produced in India, Shanghai Customs found that the nickel content in a small spoon was 50.4 mg/kg and the nickel content in a cup was 54.8 mg/kg, which did not meet the requirements of GB4806.9-2016 "National Food Safety Standard - Metal Materials and Products for Food Contact ". GB4806.9-2016 requires that the nickel content should not exceed 0.5 mg/kg, and it was judged to be unqualified, and the enterprise was ordered to destroy it.
Risk analysis: The content of heavy metals in food contact products is a serious quality and safety problem. Nickel migrates through tableware to food and then into the human body, contacting with nickel products can cause skin allergies. Excessive intake of nickel by the human body may cause damage to the lungs, liver, brain, etc., and seriously affect human health.
Case 4: Detected the Keli Power Color Sand Engineering Series from Mexico--The Baking Master Set was unqualified
During the laboratory testing process of Shanghai Customs on a batch of Keli Power Color Sand Project Series - Baking Master Set produced in Mexico, the DBP of the detected component color cardboard (tray) was 0.295%. Does not meet the requirements of GB 6675.4-2014 " Safety of toys-Part 4: Migration of certain elements", GB 6675.4-2014 requires the sum of the contents of three plasticizers (DBP+BBP+DEHP, phthalates) in plasticized materials of toys can’t be more than 0.1%, it was judged to be unqualified, and the enterprise was ordered to destroy it.
Risk Analysis: Studies have shown that
plasticizers will affect the development of the endocrine and reproductive
systems of infants and children. Infants and children who have Long-term
exposure with toys containing excessive plasticizers will be detrimental to
their health and development. Phthalates are widely used plasticizers that may
harm the reproductive organs of baby boys, affect the development of sexual
characteristics in children, and even cause cancers in the reproductive system.
When toys containing phthalates are put into the mouth by children, the
dissolved amount of phthalates will exceed a safe level, which will harm
children's liver and kidneys, and may also cause precocious puberty and other
hazards in children. It’s the invisible killer of young children growing up.
Case 5: The inspection of pneumatic rubber tires for motorcycles produced in the United States failed to pass the entry verification

During the random inspection of goods outside the catalogue in 2021, Shanghai Customs conducted laboratory tests on a batch of ST.JOHN brand base metal earrings imported from the United States, and the nickel release of the golden metal ear pins was measured to be 39.1μg/(cm2/week ), exceeding the limit requirement of 0.2μg/(cm2/week), the nickel release amount exceeded the standard by nearly 200 times; the nickel release amount of golden metal ornaments was measured to be 30.9μg/(cm2/week), exceeding the limit requirement of 0.5μg/(cm2/week), the release of nickel exceeded the standard by nearly 60 times. It was judged to be unqualified, the company was ordered to return it.
Risk analysis: Excessive release of nickel from imitation jewelry is harmful to the human body, and frequent contact can cause skin allergies and respiratory diseases, affecting consumers' health.
Case 7: Unqualified interior wall primer safety items imported from Spain
Shanghai Customs is conducting laboratory tests on a batch of "interior wall primers" imported from Spain and produced by PINTERAS ISAVAL SL, with model ANKLAR (4L), and the value of "formaldehyde content" detected exceeds GB 18582-2020 "Limit of harmful substances of architectural wall coatings". It was judged to be unqualified, the enterprise was ordered to destroy it.
Risk analysis: Formaldehyde has been identified as a class 1 carcinogen by the International Agency for Research on Cancer (IARC), which strongly stimulates the eyes, throat, chest and other organs of humans. Long-term exposure can easily cause chronic poisoning and increase the risk of childhood leukemia. There are potential safety hazards.
