China’s regulation on disposable sanitary products has been strengthened gradually as the market in China is on rapid increase in recent years. There are two standards regulating the disposable sanitary products in China:

• GB15979—2002 Hygienic Standard for Disposable Sanitary Products
• GB20810—2006 Bathroom Tissue (including Bathroom Tissue Base Paper)

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) has always been giving a priority to inspection and supervision of the imported merchandise since disposable sanitary products were listed in the catalogue of legal inspection in 2006. AQSIQ requires inspection and quarantine authorities at all levels conduct inspection on imported disposable sanitary products for human bodies in strict accordance with our national standards by issuing documents such as Notification on Legal Inspection & Supervision on Disposable Sanitary Products and Notification on Strengthening Legal Inspection & Supervision of Imported Disposable Sanitary Products by AQSIQ successively in 2013.

As required by notifications of 2013, all imported disposable sanitary products shall conform to the two standards as the forgoing, among which HS codes and corresponding standards of products under regulation are specified (refer to Table 1 for details).

All disposable sanitary products imported into China can pass the customs provided they conform to the following requirements according to the notifications:
1. The party for inspection shall provide test report issued by testing agency with CNAS qualification;
2. Chinese identification shall be specified on the products;
3. All disposable sanitary products, with damaged package, bad hygiene status, or beyond their expiry date, or mix with waste and old products, etc. shall be returned or destroyed.

Products not complying with the requirements shall be returned or destroyed. According to data on quality of imported disposable sanitary products of China in 2013, the percentage of rejects for the annual survey is 8.6%, for weight 8.78%, for goods value 11.8%. The reasons for such failure include: excessive microorganism, unqualified packaging, quality falling short of standards and failure to provide Toxicology Test Report.
