Triphenyl Phosphate to be Listed on the EU SVHC Candidate List

The European Chemicals Agency (ECHA) announced on October 16, 2024, that after comprehensive scientific assessment and discussion, the Member State Committee (MSC) reached a consensus in their October meeting to include Triphenyl Phosphate (TPP, CAS number: 115-86-6) in the list of Substances of Very High Concern (SVHC) under the REACH regulation.

Triphenyl phosphate is primarily used as a flame retardant and plasticizer in resins, engineering plastics, and rubber. Due to its potential endocrine-disrupting properties, it was previously proposed for inclusion under Article 57(f) - environmental hazard of the REACH regulation. Originally scheduled for confirmation as an SVHC candidate in June 2024, the identification process was delayed by ECHA to allow for a detailed assessment of newly collected data.

After months of further scientific evaluation, the MSC unanimously agreed in their October meeting to include TPP in the candidate list. ECHA plans to officially announce this inclusion in early November, formally listing TPP as an SVHC candidate. Next Steps

ECHA will evaluate the OEL for 1,3-propanesultone according to EU Directive 2004/37/EC to ensure the safe use of this chemical in the workplace and to prevent occupational diseases due to exposure to harmful chemicals. Upon completing the evaluation, ECHA will submit OEL recommendations to the European Commission and member states, and if necessary, update or develop new regulations and establish relevant risk management measures to enhance health and safety standards in European workplaces.
