Overview of changes to General Product Safety Directive (GPSD) in 2015

The General Product Safety Directive (Directive 2001/95/EC) passed by the European Union in 2001 specifying general requirements for product safety, applicable to consumer products with no specific directives, such as child care articles, bicycles, sports equipment and lighters. The text summarises the changes to GPSD of 2015.

Rule 2015/C 335/01 of the European Council of 9 October 2015:
It lists the names and numbers of the latest standards for General Product Safety Directive (Directive 2001/95/EC), involving consumer products intended for export to the EU: safety requirements for children’s wear, child care articles, sports equipment (including stationary training equipment such as exercise bicycles and rowing machines), bicycles, furniture and lighters.

Commission Decision (EU) 2015/1320 of 31 July 2015:
The new GPSD withdrew safety and test standards for sooth holders, which enters into force on 19 August 2015. The withdrawn standards include:
(1) EN 12586:1999 and EN 12586:1999/AC:2002 ‘Child use and care articles — Soother holder — Safety requirements and methods’;
(2) EN 1400-1:2002 ‘Child use and care articles — Soothers for babies and young children — Part 1: General safety requirements and product information’;
(3) EN 1400-2:2002 ‘Child use and care articles — Soothers for babies and young children — Part 2: Mechanical requirements and tests’;
(4) EN 1400-3:2002 ‘Child use and care articles — Soothers for babies and young children — Part 3: Chemical requirements and tests’;

Commission Decision (EU) 2015/681 of 30 April 2015:
The GPSD adopts a series of new standards associated with bicycles:
(1) EN ISO 4210:2014, parts 1-9, ‘Safety requirements for bicycles’;
(2) EN ISO 8098:2014 Bicycles for young children’ — ‘Safety requirements and test methods.

GPSD serves as an important basis for recalls of RAPEX. The adoption of these standards means any violation will be notified. C&K Testing reminds relevant companies to track its amendments so as to deal with it promptly.
