Overview of 2017 National Random Inspection Plan of China

On 30 December 2016, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) issues 2017 National Random Inspection Plan of China, which covers children’s products and food contact materials, totalling 147 products.

According to the notification, the objects to be inspected involve operators, distributors, e-commerce traders.

We will fixate our eyes on the following categories of products:

Children’s Products

The products to be inspected: Toys, child conveyances, children’s footwear, child restraint system, infants and children textile products, children’s pens.

C&K Testing advises businesses should take notice of the following legal bases for inspection:

1. The current mandatory Chinese standards are GB6675-2014 Toy Safety series, applicable on 1 Jan. 2016.

Note: The transitional period ends on 30 June 2017 for toys which are manufactured or imported before 1 Jan. 2016 and compliant with GB 6675-2003. In other words, all products available on the market shall comply with GB6675-2014 after the said date.

2. The standard GB 30585-2014 Safety Technical Specifications for Children's Footwear has also come into operation on 1 Jan. 2016;

3. The standard GB 31701-2015 Safety Technical Code for Infants and Children Textile Products has come into operation on 1 June 2016.

Note: The transitional period lasts for two years. All textile products that comply with previous requirements before the implementation date can be available on the market for sale until 31 May 2018.

Electrical and Electronic Equipment

The plan also includes small home electronics such as soymilk makers, juicers and rice cookers. As we know, China RoHS has been implemented on 1 June 2016 while the Management Compliance Catalogue is still under discussion. Great attention is paid to the specifics of electronics random inspection, including whether it will cover China RoHS requirements or other specific test items.

Disposable Sanitary Products

All disposable sanitary products including sanitary napkins (pads), tissue, disposable diapers and bathroom paper shall comply shall be subject to GB15979—2002 Hygienic Standard for Disposable Sanitary Products or GB20810—2006 Bathroom Tissue (including Bathroom Tissue Base Paper).

Food Contact Materials

2017 is a year full of challenges for food contact materials businesses, where new Chinese regulatory framework for FCMs takes into shape.

The products to be inspected:

Plastic: food contact film, bags, boxes and melamine articles;

Paper: food contact packaging materials and vessels

Metal: food processing machinery and equipment of which the food contact parts made of stainless steel and aluminum.

GB 4806.7-2016 National Food Safety Standard - Food contact plastic materials and articles

GB 4806.8-2016 National Food Safety Standard -Food contact paper, paperboard and paper articles.

GB 4806.9-2016 National Food Safety Standard - Food contact metal materials and articles

The standard indicated on the label serves as the basis for verification when the new standards have just superseded the old ones.
