Official release of China ELV- Management Requirements for Hazardous Substances and Recovery Rates on Automobiles

Ministry of Industry and Information Technology of the People’s Republic of China officially released Management Requirements for Hazardous Substances and Recovery Rates on Automobiles, which poses higher requirements for OEMs and suppliers at all levels on 9 June 2015. According to Management Requirements for Hazardous Substances and Recovery Rates on Automobiles, management on use of hazardous substances and recovery rates for passage vehicles (M1) with no more than 9 seats will be implemented from 1 January 2016.

Regulation of hazardous substances

Use of hazardous substances in new products shall comply with national standard GB/T 30512 Requirements for Prohibited Substances on Automobiles (See more details in Annex I). Besides automakers shall submit Information Form of Hazardous Substances of Automobiles while applying for Announcement of new products.

Substances under the regulation of Requirements for Prohibited Substances on Automobiles are as below:

Regulation of recovery rates on automobiles

Calculation method of recovery rates shall comply with requirements of GB/T 19515 Road vehicles- Recyclability and Recoverability- Calculation Method (See more details in Annex II). In addition, recycling and dissembling enterprises shall be provided with Guide for Automobiles Dissembling via an appropriate way within 6 months after obtaining of Announcement.

Notice: Management Requirements for Hazardous Substances and Recovery Rates on Automobiles is closely related with the possibility whether automobiles will be listed on Announcement, so auto enterprises and suppliers at all levels shall improve manufacturing techniques and make adjustment to the use of raw materials promptly to avoid missing the best timing for marketing of new products.
