China compulsory certification (CCC) on child safety seats to be carried out since 1 September

Child Safety Seats (also known as CRS, Child Restraint System) are seats designed specifically to protect children from injury or death during collisions.
As known to all, there are legislations established in developed countries such as U.S., Europe, Japan and etc. providing for child occupants to use child safety seats while in power-driven vehicles.
On 30 November 2011, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and Standardization Administration of the People's Republic of China publish Restraining Devices for Child Occupants of Power-driven Vehicles, which takes into force from 1 July 2012. But the norm is not in effective implementation as lack of related regulatory laws.
AQSIQ and Certification and Accreditation Administration of the People’s Republic of China issue a notification concerning Implementation of China Compulsory Certification on Restraining Devices for Child Occupants of Power-driven Vehicles in January 2014. According to the notification, in case that child safety seats fail to obtain china compulsory certification or no such certification logo is marked, no use of such products in exit-factory, sales, import or other operation activities is allowed since 1 September 2015. What’s more, the imported child safety seats shall also comply with regulations under China Compulsory Certification Management on Child Safety Seats and they can be placed in the China’s market only after passage of the testing for China Compulsory Certification (CCC).
Meantime, the notification requires child safety seats listed in Catalogue of Enter-Exit Goods that shall be Inspected and Quarantined by Enter-exit Inspection and Quarantine Authorities and under inspection and regulation of Enter-exit Inspection and Quarantine Authorities since 1 February 2015.
As shown by authoritative agencies, 18,500 infants and children in China die of traffic accidents every year. While the death rate of those vehicles with no child safety seats is 8 times as large as that installed with child safety seats, and injury rate of 3 times as large as the latter. Therefore, the domestic China is paying great attention to testing of related products.
