In accordance with the Food Safety Law and its implementation regulations, the Food Safety National Standard Review Committee has organized the drafting of 11 new food safety national standards and amendments for public consultation. These standards encompass various aspects of food safety, including two food contact product standards: "General Safety Requirements for Food Contact Materials and Products" and "Food Contact Silicone Rubber Materials and Products."

"National Food Safety Standard for Food Contact Rubber Materials and Articles" (GB 4806.11-2016) is applicable to food contact materials and articles primarily made of natural rubber, synthetic rubber (including sulfur-cured thermosetting elastomers), and silicon rubber. Considering the significant differences between silicon rubber and rubber materials, they are separated in "National Food Safety Standard for Food Contact Rubber Materials and Articles" (GB 4806.11-2023)

The newly established "Food Safety National Standard for Food Contact Silicone Rubber Materials and Products" is now open for public comments. If you have any relevant opinions or suggestions, please submit your feedback online through the Food Safety National Standard Management Information System by December 15, 2023 (https://sppt.cfsa.net.cn:8086/cfsa_aiguo).

Compared to the previous "Food Safety National Standard for Food Contact Rubber Materials and Products" (GB 4806.11-2016), the key changes are as follows:

Module

Main Content

Scope

Changed from "mainly made from natural rubber, synthetic rubber (including sulfur-cured thermosetting elastomers), and silicone rubber" to "food contact silicone rubber materials and products" only.

Term Definitions

Changed "silicone rubber" to "food contact silicone rubber materials and products."

Technical Requirements

Raw Material Requirements

Merged the additive entries into raw material requirements.

Sensory Requirements

Changed "impurities" to "foreign substances";  Changed "sensory" to "sensory properties."

Physicochemical Indices

Revised the conditions for the potassium permanganate consumption and heavy metal (as Pb) tests.

Added a new "volatile substances" index 0.5%, with the testing method provided in Appendix B.

Other Technical Requirements

Added a requirement that food contact silicone rubber materials and products that use coatings, inks, and/or adhesives must comply with the relevant food safety national standards for coatings, inks, and/or adhesives.

Other

Migration Tests

Food simulants should be selected following the requirements of GB 31604.1.

Labeling and Identification

Removed the phrase "if the product contains natural latex, it shall be marked as 'contains natural latex.'"

Appendices

Modified the numbering and requirements in Appendix A.

Added a new Appendix B, "Determination of Volatile Substances."
