16 September 2019, Massachusetts passed the bill S 2338 that would ban the use of flame retardants in consumer products, including children's products, upholstered furniture, carpets, bedding and window treatments.

The bill would prohibit the sale of such products containing more than 1,000 parts per million of any following components:

• tris(1,3-dichloro-2-propyl)phosphate (TDCPP);
  
• tris(2-chloroethyl)phosphate (TCEP);
  
• antimony trioxide;
  
• hexabromocyclododecane (HBCD);
  
• bis(2-ethylhexyl)-3,4,5,6-tetrabromophthalate (TBPH);
  
• 2-ethylhexyl-2,3,4,5-tetrabromobenzoate (TBB);
  
• chlorinated paraffins;
  
• tris(1-chloro-2-propyl)phosphate (TCPP);
  
• pentaBDE;
  
• octaBDE;
  
• tetrabromobisphenol A (TBBPA).

Products manufactured before 31 August 2020 are not covered. Products containing banned chemicals will be exempted due to material recycling, the sale of previously owned products and the electronics and electronic components of the products.
