On March 12 2021, Xinsha Customs has detected 2 batches of imported coatings with hazardous substances exceeding the standards and the customs has issued "Inspection and Quarantine Processing Notice" for return processing in accordance with regulations.
The Customs inspected the two batches of coatings on site and sent them to the laboratory for testing. It was found that the total content of glycol ethers and ether esters, and the total content of polycyclic aromatic hydrocarbons exceeded the standard by 5 times and 17 times, respectively, which did not meet the requirements of our country's mandatory standard "Limit of harmful substances of industrial protective coating” (GB 30981-2020). Xinsha Customs issued a return notice for the two batches of goods in accordance with the law, and notified the enterprise to handle the return procedures in accordance with regulations.
The use of coatings with hazardous substances exceeding the standards can cause cancer, blood diseases, etc., which is extremely harmful to human health. To this end, the customs staff reminded all paint import companies that the "Limit of harmful substances of industrial protective coating" (GB30981-2020), "Limit of harmful substances of vehicle coating " (GB24409-2020), "Limit of harmful substances of woodenware coating" (GB18581-2020), and "Limit of harmful substances of architectural wall coating" (GB18582-2020) have been implemented since December 1, 2020. The requirements for VOC content and hazardous substance content in the new standards have changed to varying degrees. Import companies need to understand and comply with the standard requirements in advance to reduce the risk of importing substandard products and avoid losses. Meanwhile, the Customs will continue to strengthen the inspection and supervision of imported coatings, and strictly prevent imported coatings with VOC content and harmful substance content exceeding the standards from entering the domestic market.
