1. What is children’s cosmetics?

2. What are the requirements for formula design principles in the safety assessment report of children's cosmetics?

According to Article 7 of the Provisions on the Supervision and Administration of Children’s Cosmetics, the principle of formula design should include the principles of safety priority, efficacy necessity, and formula minimalism. The scientificity and necessity of the ingredients, especially fragrance, colorants, preservatives and surfactants, should be evaluated from the aspects of safety, stability, function, compatibility, etc., and in combination with the physiological characteristics of children. The principle of formula minimalism here is relative, not simply limiting the quantity of ingredients used, nor is it better to have fewer types of ingredients, but rather strictly following the principle of necessity.

3. What are the requirements for children's cosmetics in the "Safety and Technical Standards for Cosmetics"?

The limit value for the total bacterial count (CFU/g or CFU/ml) of children's cosmetics in the "Safety and Technical Standards for Cosmetics" (hereinafter referred to as the "Specifications") is ≤ 500. The formula uses the substances listed in the restricted ingredients for cosmetics in the "Specification" (Table 3), and the usage requirements should comply with the provisions in the table; The formula uses preservatives, sunscreen, and colorants, which should be included in the list of approved ingredients for cosmetics in the "Specification" (Table 4-6), and the usage requirements should comply with the provisions in the table.

4. What are the requirements for inspection reports in children's cosmetics registration documents?

According to the "Provisions on the Management of Cosmetic Registration and Filing Data", it is declared that cosmetics used for infants, young children, and children cannot be exempted from submitting toxicological test reports for products. The inspection report for children's cosmetics registration must be issued by the cosmetics registration and inspection agency, and cannot be conducted by the cosmetics registrant or entrusted production enterprise in accordance with the relevant requirements of the cosmetics technical specifications.

5. What are the requirements for the ingredients used in children's cosmetics?

Children's cosmetics should use ingredients with a long history of safe use, and new ingredients that are still in the monitoring period should not be used. It is not allowed to use ingredients prepared using new technologies such as genetic technology and nanotechnology. If there are no substitute ingredients that must be used, the reason should be explained and the safety of children's cosmetics should be evaluated. It is not allowed to use ingredients for the purposes of freckle whitening, acne removal, hair removal, deodorization, dandruff removal, anti hair loss, hair dyeing, perm, etc. If ingredients that may have the above effects are used for other purposes, the necessity of use and the safety of children's cosmetics should be evaluated.
