EU proposes to ban three fragrance allergens in cosmetics

On 5 January 2017, EU Commission notifies World Trade Organisation (WTO) to amend the List of Substances Prohibited in Cosmetic Products (Annex II) under Regulation (EC) No 1223/2009 by Notification G/TBT/N/EU/436.

The three substances proposed to be prohibited are as below:

The proposed date of adoption of the amendment is mid-march 2017 and the amendment will take into force on the twentieth day following that of its publication on the Official Journal of the European Union. The three bans will come into operation in two years when cosmetic products containing one or more of the substances prohibited by this Regulation shall not be placed on the Union market. It allows for a four-year transitional period for cosmetic products available on the market.
