EU notifies WTO of a methanol restriction under REACH Annex XVII

On 6 October 2016, the European Union notified World Trade Organisation (WTO) by Notification G/TBT/N/EU/410, which proposed to include a new restriction methanol under REACH Annex XVII: The Regulation would restrict placing the liquids on the market for the general public where they

contain methanol in a concentration equal to or greater than 0.6% by weight.

Pursuant to the draft, the following provision is added under REACH Annex XVII:

Shall not be placed on the market to the general public after date of entry into force of this Regulation + 12 months in the following:

(a) windscreen washing or defrosting fluids,

(b) denatured alcohol,

in a concentration equal to or greater than 0,6% by weight.

This Regulation is expected to be adopted at the first half of 2017 and shall enter into force on the twentieth day following that of its publication in theOfficial Journal of the European Union. It takes into operation 12 months since its entry into force, which grants sufficient time to comply. C&K Testing advises businesses should take notice of it.
