In accordance with Article 60(4) of Regulation (EC) No 1907/2006, the socioeconomic benefits outweigh the risk to human health and the environment arising from the uses of the substance and there are no suitable alternative substances or technologies in terms of their technical and economic feasibility.

EU also accepted the application by French company for industrial use of 1,2-dichloroethane as a solvent for the synthesis of polyepichlorohydrin used as a precursor in the production of glycidyl azide polymer. It is an oligomer with hydroxyl terminations used to increase the energetic performance of propellants and explosives.
