ECHA recommends for the European Commission to add seven substances, including the cyclosiloxanes D4, D5 and D6, to the Authorisation List. Once on the list, companies will need to apply for authorisation to continue using them.
These substances have been added into the SVHC Candidate List on 27 Jun. 2018 as the 19th batch.
List of the seven substances are as follows:
# | Substance Name | EC No. | CAS No. | SVHC-relevant intrinsic property | Examples of uses in the scope of authorisation |
1 | Octamethylcyclotetrasiloxane (D4) | 209-136-7 | 556-67-2 | PBT, vPvB | Electronic articles production, non-metal surface treatment |
2 | Decamethylcyclopentasiloxane (D5) | 208-764-9 | 541-02-6 | PBT, vPvB | Electronic articles production, dry cleaning, scar and wound treatment |
3 | Dodecamethylcyclohexasiloxane (D6) | 208-762-8 | 540-97-6 | PBT, vPvB | Formulation of personal care, washing and cleaning products, scar and wound treatment |
4 | Terphenyl, hydrogenated | 262-967-7 | 61788-32-7 | vPvB | Heat transfer fluid, plastics, adhesives, sealants |
5 | Dicyclohexyl phthalate(DCHP) | 201-545-9 | 84-61-7 | Toxic for reproduction, Endocrine disrupting properties -human health | Phlegmatizer in organic peroxides, plasticiser in polymers |
6 | Disodium octaborate | 234-541-0 | 12008-41-2 | Toxic for reproduction | Paints, adhesives, construction materials |
7 | Benzene-1,2,4-tricarboxylic acid 1,2-anhydride(trimellitic anhydride, TMA) | 209-008-0 | 552-30-7 | Respiratory sensitising properties | Only uses falling outside the scope of authorisation (e.g. use as intermediate) |
Under the EU REACH Regulation, once substances are listed in the Authorisation List, applications for authorisation need to be made within the deadline (the so called "latest application date") that is specified in the "Authorisation List" for the corresponding substance if the applicant wishes to use the substance without interruption after the sunset date.
