9 June, 2018, the cosmetics committee of the Association of Southeast Asian Nations released a notice to add ten additions to the list of substances restricted for use in hair dyes. This restriction will come into force from 1 December, 2019, after which all of the non-compliant products should be withdrawn from the market.
The following are the substances restricted from the use in hair dyes:
1. n,n′-bis(2-hydroxyethyl)-2-nitro-p-phenylenediamine (Cas 84041-77-0);
2. 2,6-dihydroxyethylaminotoluene (Cas 149330-25-6);
3. HC red No. 17 (Cas 1449471-67-3);
4. HC yellow No. 17 (Cas1450801-55-4);
5. 1-hexyl 4,5- diamino pyrazole sulfate (Cas 1361000-03-4);
6. 2,5,6-triamino- 4-pyrimidinol (Cas 1603-02-7);
7. hydroxyethoxy aminopyrazolopyridine HCl (Cas 1079221-49-0);
8. 3-amino-2,6- dimethylphenol (Cas 6994-64-5);
9. basic brown 17 (Cas 68391-32-2);
10. basic blue 124 (Cas 67846-56-4).
What’s more, the maximum limit of 1, 4-Dioxane in cosmetics products is 25 ppm.
