On 17 December 2015, the Consumer Product Safety Commission (CPSC) issued a final rule determining that unfinished and untreated trunk wood in toys does not require third party testing for the heavy element limits in ASTM F963. The rule will enter into force from 19 January 2016.

In fact, the first time for CPSC to issue the rule is July 2015. However, it was cancelled as CPSC received major adverse comments in September. It is noted that this rule is final.

Consistent with that issued at the first time, unfinished and untreated trunk wood in toys does not require third party testing for the heavy element limits. But the limits of migration of heavy metals in coatings and toys can be sucked, swallowed or ingested still require third party testing to ensure product compliance.
