CPSC Approves the New Standard ASTM F963-17 for Toys

27 November 2017, Consumer Product Safety Commission (CPSC) approved amending ASTM F963-16 to the new safety standard ASTM F963-17 for toys. Section 106 of the Consumer Product Safety Improvement Act (CPSIC) made ASTM F963 a mandatory consumer product safety standard. 16 CFR Part 1112 and Part 1250 therefore made corresponding changes.

ASTM F963-17 contains various grammatical corrections, editorial corrections, and defined declaration of the referenced documents, terminology, safety requirements, labeling requirements, instructional literature, test methods and annex, except for an editorial change to the section on push/pull toys. So the push/pull toys remain subject only to the C-weighted peak limits rather than A-weighted peak limits. The new standard ASTM F963-17 amended 16 CFR Part 1112 by the introductory text to paragraph (b) (32) and 16 CFR Part 1250 by paragraph (a) and adding (c).

The new rule is effective on 28 February, 2018, unless CPSC receives significant adverse comment by January 3, 2018. If there are timely significant adverse comments, CPSC will publish notification in the Federal Register, withdrawing this direct final rule before its effective date.
