December 2024, China's National Medical Products Administration (NMPA) conducted sampling inspections of cosmetics, and 25 batches of cosmetics contained prohibited ingredients, 90 batches were found non-compliant. The Provincial Drug Administration of Guangdong, Jiangxi, Fujian and Hunan, conducted inspections separately, with 18 batches, 10 batches, 12 batches and 4 batches of cosmetics found non-compliant.
National Medical Products Administration Announcement on the Detection of Prohibited Ingredients in 15 Batches of Cosmetics (2024 No. 53)
During the 2024 national cosmetic sampling inspection, testing conducted by institutions such as the Sichuan Provincial Institute for Drug Control revealed that 15 batches of cosmetics, including products labeled as "Facai Anti-Dandruff Purifying Shampoo," did not comply with regulations. These products were detected to contain prohibited ingredients specified in the “Safety and Technical Standards for Cosmetics (2015 Edition)”, such as triclosan, isopropylparaben, and acrylamide. In accordance with the “Cosmetics Supervision and Administration Regulations”, the “Measures for the Supervision and Administration of Cosmetics Production and Operation”, and the “Measures for the Management of Cosmetic Sampling Testing”, China’s NMPA has instructed the drug regulatory authorities in Zhejiang and Guangdong Province to initiate legal investigations into the registrants, filers, and entrusted manufacturers involved in the non-compliant cosmetics.

During the 2024 national cosmetic sampling inspection, testing conducted by institutions such as the Zhejiang Institute for Food and Drug Control revealed that 10 batches of cosmetics, including products labeled as "KF Anti-Dandruff and Anti-Itch Shampoo," were found to be non-compliant. These products were detected to contain prohibited ingredients specified in the “Safety and Technical Standards for Cosmetics (2015 Edition)”, such as acrylamide, betamethasone, and benzene. In accordance with the regulation and measures mentioned above, China’s NMPA has instructed the drug regulatory authorities in Shanghai and Guangdong Province to initiate investigations into the registrants, filers, and entrusted manufacturers involved in the production of the non-compliant cosmetics. The NMPA has also ordered the relevant companies to immediately implement risk control measures in accordance with the law and to conduct self-inspections and rectifications.

During the 2024 national cosmetic sampling inspection, testing conducted by institutions such as the Guangxi Zhuang Autonomous Region Institute for Drug Control revealed that 29 batches of cosmetics, including products labeled as "Bingyun Cooling Sunscreen Spray SPF50," were found to be non-compliant. China’s NMPA has instructed the drug regulatory authorities in Tianjin, Shanghai, Jiangsu Province, and Guangdong Province to initiate investigations into the registrants, filers, and entrusted manufacturers involved in the production of the non-compliant cosmetics.

Guangdong Provincial Drug Administration Announcement on Cosmetic Sampling Inspection Information (2024, Issue No. 5)
To strengthen cosmetic regulation and ensure the safety of cosmetic use by the public, the Guangdong Provincial Drug Administration conducted sampling inspection of cosmetics across the production. A total of 18 batches of cosmetics were found to be non-compliant which include items such as body washes, nail polish removers, and essence creams. For the non-compliant cosmetics identified, the Guangdong Provincial Drug Administration has instructed the relevant enterprises and entities to implement risk control measures, such as suspending sales and recalling the affected products. Additionally, investigations into the causes of non-compliance have been initiated, and corrective actions are being enforced to ensure proper rectification.

Jiangxi Provincial Drug Administration Announcement on Cosmetic Sampling Inspection Information (2024, Issue No. 4)
To further strengthen the supervision and management of cosmetic product quality and ensure the safety and efficacy of cosmetic products, the Jiangxi Provincial Drug Administration has been conducting ongoing supervision and sampling inspections across the production and distribution sectors in accordance with the 2024 Provincial Cosmetic Supervision and Sampling Plan. This notice announces 10 confirmed non-compliant batches of cosmetics which include such as shampoo, body wash, hair dye cream, and sunscreen spray.

Announcement on the Results of Cosmetic Supervision and Sampling in Fujian Province (2024, Issue No. 2)
To strengthen the supervision and management of cosmetic quality and effectively safeguard public health and safety, the Fujian Provincial Drug Administration has organized a province-wide cosmetic supervision and sampling inspection. In accordance with the Cosmetics Supervision and Administration Regulations, this announcement publishes information on 12 batches of non-compliant cosmetics identified during the inspection which include such as body wash, essence cream, facial masks, and hair dye cream.

Hunan Provincial Drug Administration Announcement on 4 Batches of Non-Compliant Cosmetics (2024, Issue No. 8)
In accordance with the provincial annual cosmetic supervision and sampling plan, the Hunan Provincial Drug Administration organized inspections and testing of cosmetics produced and sold across the province. Four batches of non-compliant cosmetics were identified which include such as SOD honey, shampoo, and hair cream.
Information Sharing
December 4, the Yunnan Provincial Drug Administration issued a notice regarding the supervision and inspection of cosmetics. The supervisory inspections of relevant cosmetic manufacturing enterprises involved 19 manufacturers, including Yunnan Renfu Pharmaceutical Technology Co., Ltd. and Yunnan Huazhi Biotechnology Co., Ltd., which were required to implement corrective actions within a specified timeframe. Until now, 17 enterprises have completed the required rectifications. For the remaining enterprises that have not yet completed their corrective actions, the Yunnan Provincial Drug Administration will continue to monitor their progress and take further measures to ensure compliance with regulatory requirements and safeguard product quality and consumer safety.
December 11, the NMPA issued a notice regarding the results of flight inspections conducted on Inner Mongolia Yuhangren Cosmetics Co., Ltd. and Guangxi Jinshengtang Biotechnology Co., Ltd. The inspections revealed that the aforementioned companies violated the provisions of the “Cosmetics Supervision and Administration Regulations” and the “Good Manufacturing Practices for Cosmetics”. Significant deficiencies were identified in their production quality management systems. To ensure the safety of cosmetic use by the public, the NMPA has instructed the drug regulatory authorities of the Inner Mongolia Autonomous Region and the Guangxi Zhuang Autonomous Region to investigate and address the suspected violations of these companies in accordance with the law.
December 27, the NMPA issued a notice regarding the results of a flight inspection conducted on Fuermin (Hunan) Pharmaceutical Co., Ltd. The inspection revealed that significant deficiencies were identified in its production quality management system. To ensure the safety of cosmetic use by the public, the NMPA has instructed the Hunan Provincial Drug Administration to investigate and address the company's suspected violations in accordance with the law.
