June 16, 2017, China Food Industry Association Food Contact Materials Committee released the draft Food safety national standard composite food contact materials and products, consulting the relevant department and enterprises. The consultation will close on 16 July, 2017.
The proposed changes are as follows：
1.the scope of applications extending to Various composite food contact materials and products
In the draft, the contact materials and products for food contact are defined as two or more layers, which are made of different materials or other materials, such as paper, plastic and metal, by bonding, hot-melt or other methods, and the layers are continuous of food contact materials and products. Including but not limited to food bags made of paper, plastic or aluminum foil made of polyurethane and modified polypropylene.
2. Add the basic requirements for raw materials and additives
The draft reiterates that the compound food contact materials and products should meet the GB 4806 standard, and composite food contact materials and products should be consistent with the corresponding food safety standards of the national standards. When the composite food contact materials and products in each layer of materials have the same limit, the whole material and products meet the limited of weight sum. If the weight sum cannot be calculated, the minimum limit is used as the qualified limit.
3.Revise physicochemical indicator
The draft adds the solvent residue, aromatic primary amine migration, bisphenol A diglycidyl ether and its derivatives migration, decolorization test items, besides potassium permanganate consumption and heavy metal toluenediamine item. Meanwhile, the draft makes an extra regulation on the scope of application of each item and revises the previous evaporites as overall migration. The specific items and index are shown indicator：

4.Add the microbiological indicator
The food contact material and products that expected contact with foodstuffs (excepting the edible or cooking, peeled before processing, shelled or washed fruit, vegetables, eggs and other agricultural and sideline products) and used directly without disinfection or cleaning need to meet the limit of microbiological indicator in Table 3：

5. Add the migration test requirements
Differ from GB 9683, which regulates the simulation in migration test. The consultation draft requires composite food contact materials and products selecting simulant and test conditions according to the expected conditions of use of the product, and take the finished state of the composite materials and products for testing.
6. Supplemented the screening method
Screening tests should be scientifically supported, fully validated, and tested with equivalent or more stringent tests under the GB 31604.1the general rules of migration test, including material usage estimates, total migration screening tests, residues quantity screening test, chemical solvent substitution test and mathematical migration model.
7. Add product identification requirements
The label identification of the composite food contact materials and products shall conform to the relevant requirements under GB 4806.1 and related food safety standards. On the product label, the material name of each layer shall be marked by the outer layer (food contact layer) to the inner layer.
The markup should be prioritized on the product label, and the label should be at the highlight of the minimum sales package. When the information cannot be displayed on the product or product label for technical reasons, it can be displayed on the accompanying documentation such as the product brochure or the declaration of conformity.
