China's new labelling requirements on sunscreen cosmetics

To further standardise the labelling requirements on sunscreen cosmetics concerning their sun protection efficacy, the Labelling Requirements for Sun Protection Efficacy of Sunscreen Cosmetics (“Requirements”) has been published upon China Food and Drug Administration’s Notification No. 107 of Year 2016 on 1 June 2016.

Pursuant to the Requirements, the labelling primarily include sun protection function (SPF) and UVA protection efficacy.

It has to be noted that SPF, water-proof performance, threshold wavelength and UVA protection should be tested as per the test methods set forth in Safety and Technical Standards for Cosmetics (edition 2015). If necessary, relevant ISO test methods can also be taken as a reference.

Cosmetics manufacturers may propose change application if their approved sunscreen cosmetics require adjustment in relevant labelling since the date of publication. Sunscreen cosmetics that applied for administrative permit shall fulfil the labelling requirements in the standard since 1 December 2016. A transitional period is available for those products with approval numbers until 30 June 2017. Such products can be offered for sale until their expiry date.
