China RoHS Standard Amendment No. 1 has Passed Expert Review, Restrictions on 4 Types of Phthalates Implemented

On May 19, 2023, the Technical Committee for Hazardous Substance Testing Methods (SAC/TC297/SC3) of the National Standardization Technical Committee for Environmental Standardization of Electrical and Electronic Products and Systems organized a technical review meeting in Beijing for the first amendment of the national standard GB/T 26572-2011 'Restriction of Hazardous Substances in Electrical and Electronic Products.' During the meeting, the reviewing experts attentively listened to the drafting team's report on the process, content, and relevant materials of the amendment. They conducted a rigorous review of the technical content and textual format of the submitted draft and unanimously agreed to pass the review of the GB/T 26572 amendment. They also recommended submitting a complete set of approval documents to the National Standards Committee for further modification based on the opinions expressed in this review meeting, in order to expedite its approval and implementation.

4 types of phthalates formally included in the control measures

This amendment is prepared by the Ministry of Industry and Information Technology (MIIT) on the overall deployment of deepening the control of hazardous substances in electrical and electronic products. It includes the inclusion of four substances, namely Dibutyl phthalate (DBP), Diisobutyl phthalate (DIBP), Benzyl butyl phthalate (BBP), and Bis(2-ethylhexyl) phthalate (DEHP), into the China RoHS restriction

After the release of the new standards, the requirements for restricted substances in China's electronic and electrical products under RoHS will be updated as follows:

a) Lead (Pb): 0.1%;

b) Mercury (Hg): 0.1%;

c) Cadmium (Cd): 0.01%;

d) Hexavalent chromium (Cr(VI)): 0.1%;

e) Polybrominated biphenyls (PBBs): 0.1%;

f) Polybrominated diphenyl ethers (PBDEs): 0.1%;

g) Bis(2-ethylhexyl) phthalate (DEHP): 0.1%;

h) Benzyl butyl phthalate (BBP): 0.1%;

i) Dibutyl phthalate (DBP): 0.1%;

j) Diisobutyl phthalate (DIBP): 0.1%."

Currently, the four types of phthalates have been restricted under the EU RoHS 2.0. If officially added to GB/T 26572, China's RoHS requirements will be fully aligned with international standards. In the future, both domestic and international electronic and electrical products, as well as raw materials, will need to comply with the requirements of the 10 restricted substances.
