Beijing 29 July, 2017- The ministry of industry and information technology of the People's Republic of China (MIIT) published the first batch of compliance management catalogue on the restriction of hazardous substance (RoHS) in electrical and electronic equipment and the exemption restriction substance list. The long-awaited China RoHS standard management directory makes a first appearance in society and this consulting deadline is June 28, 2017.

In order to replacing and minimizing the use of hazardous substance in electrical and electronic equipment, also reducing the environmental pollution caused by product disposal, MIIT published the restriction of hazardous substance in electrical and electronic equipment directive, uniting National Development and Reform Commission and other eight department on 6 January 2016, which named as China RoHS 2.0 directive, implementing on 1 June 2016. According to the requirement of RoHS directive, MIIT drafted the first batch of compliance management catalogue and summed the exemption restriction substance list, which is openly consulting public for opinions of all parties.

According to the proposed draft, the first batch of compliance management catalogue includes Refrigerators, air conditioners, washing machines, electric water heaters, printers, photocopiers, fax machines, televisions, monitors, microcomputers, mobile communication handsets, telephone stand-alone, totally 12 electrical and electronic equipment and give the corresponding equipment scope and definition. While subjecting to requirement of China RoHS management directive, the equipment that include in management directory shall conform to the limit of specialized hazardous substance in electrical and electronic equipment, which means substance of Lead, mercury, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ether of the content of not more than 1000mg / kg, and cadmium content of not more than 100mg / kg.

In addition, this consultation also contains the exemption restriction substance list, called as Chinese RoHS exemption, which contains a total of 39 exemptions for lead, cadmium, mercury and hexavalent chromium. Similar to the EU RoHS, there are three cases of exemptions: for a certain purpose, unlimited requirements; relaxed limit requirements; in a certain exemption time without the need to meet the limit requirements. However, there is not the specific deadline of exemption date. It needs further confirm the date in the future.

The cataloue is a significant part of China RoHS “two-step” strategy, which will improve the control system of China RoHS and point out the direction for Chinese enterprise. C&K Testing will continuous concern on the progress of China RoHS, and deliver the latest news for the enterprise.
