13 June 2018, CEN (European Committee for Standardization) releases a revised standard of the Safety of Toys - Part 3: Migration of Certain Elements- EN 71-3:2013 + A3:2018.This standard is expected to take effect on 31 December 2018.
This European Standard specifies requirements and test methods for the migration of aluminium, antimony, arsenic, barium, boron, cadmium, chromium (III), chromium (VI), cobalt, copper, lead, manganese, mercury, nickel, selenium, strontium, tin, organic tin and zinc from toy materials and from parts of toys. Packaging materials are not considered to be part of the toy unless they have intended play value.
Following are the main changes of the limit requirements for lead content:
- Category I (Dry, brittle, powder like or pliable materials): Limit for soluble lead changed from 13.5 mg/kg to 2.0 mg/kg.
- Category II (Liquid or sticky materials): Limit for soluble lead changed from 3.4 mg/kg to 0.5 mg/kg.
- Category III (Scraped-off materials): Limit for soluble lead changed from 160 mg/kg to 23 mg/kg.
EN 71-3:2013 + A3:2018 will replace the old version and be listed as a national standard by member states. If this standard is accepted by the European Commission's (EC) and published in the European Official Journal (OJ), it could be designated as the harmonized standard for the Toy Safety Directive 2009/48/EC.
