2 May, 2018, Canada Gazette (Part II) releases the new Children's Jewellery Regulations SOR/2018-82, which will come into force on 2 November, 2018, while the current Children's Jewellry Regulations SOR /2016-168 will be repealed.
The main amendments of the new regulations SOR/2018-82 are as follows:
1. The Lead content of children's jewellery, when tested using good laboratory practices, must not be more than 90 mg/kg of lead.
2. The Cadmium content of Children's jewellery, when tested using good laboratory practices, must not be more than 130 mg/kg if the jewellery item is small enough to be totally enclosed in the small parts cylinder illustrated in the schedule when a force of not more than 4.45 N is applied.
The common testing items for jewellery include:
1. Total lead content: California Prop 65, CPSC
2. Total cadmium content: ASTM E1613
3. Release of Nickel: EN 1811, EN 12471, EN 12472
4. Content of extractable heavy metal: EN71-3, ASTM F963
5. Phthalate Testing: REACH Regulation
6. Children's Jewellery: ASTM F2923-11, H.R. 4428
7. Physical testing (tension, torsion, cusp, edge, widget, etc.)
