ASTM F963-16 takes into effect since 30 April

On 2 February 2017, the Consumer Product Safety Commission (CPSC) publishes a direct rule 82 FR 8989 in the Federal Register that it has recently allowed the update to ASTM F963, ASTM F963–16, Standard Consumer Safety Specification for Toy Safety (ASTM F963–16), to become the mandatory toy standard. The rule is effective on 30 April 2017, unless it receive significant adverse comment by 6 March 2017.

According to the CPSC, the rule will become effective on April 30 and will apply to products manufactured on or after the effective date, unless significant adverse comments are received by March 6 (in which case the CPSC would withdraw the direct final rule before its effective date). In general, ASTM F963–16 contains clarifications, corrections, and new requirements that will increase safety, reduce testing burden, or enhance clarity and utility of the standard. A number of changes align ASTM F963 more closely with the European Standard (EN) 71, Safety of Toys Part 1.

The Consumer Product Safety Improvement Act (CPSIA) mandates that all toys sold in or imported into the U.S. comply with F963.
