ASEAN Cosmetics Directive Bans Three Fragrance Ingredients

29 January, 2018, ASEAN Cosmetics Committee releases the amendments of the ASEAN Cosmetics Directive and bans three fragrance ingredients for use in cosmetics. They are effective from 23 August 2019 for new cosmetic products and 23 August 2021 for those already available on the market.

HICC is a synthetic fragrance not found in nature and has been associated with skin sensitisation, in Europe in particular. Atronol and chloroatronol are allergens found in oak moss.

The directive also updates the following:

1. A reduced maximum concentration of 2-methyl-2H-isothiazol-3-one (INCI) methylisothiazolinone (CAS No 2682-20-4) in rinse-off cosmetics from 0.01% to 0.0015% – effective from 1 June 2019.

2. Zinc oxide is not allowed where inhalation could lead to lung exposure – effective from 1 December 2018.

3. Labeling for oxidative and non-oxidative hair dyes must include "wear suitable gloves" – effective from 1 December 2020.
