AQSIQ's inspection plan for unlisted commodities on Exit-Entry Catalogue of 2016

On 21 April 2016, General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (“AQSIQ”) publicised Notification No. 38 of 2016 on the Exit-Entry Commodities of 2016 beyond the Exit-Entry Commodity Catalogue Implemented by Inspection Quarantine Authority. AQSIQ should organise Inspection and Quarantine Authorities at all levels (“Authorities”) to conduct supervision and inspection entry-exit commodities beyond the Catalogue such as children’s footwear, wet wipes, garments and tyres from April to October in 2016.

To strengthen the overall quality surveillance of entry-exit commodities for the interest of the country and consumers, AQSIQ decides to organise the Authorities on supervision and inspection of the commodities beyond the Catalogue from April to October in 2016 as per Law of the People’s Republic of China on Import and Export Commodity Inspection and its implementation regulations

The supervision and inspection should be carried out by the Authorities. And you may refer to the link below for the scope of random inspection. In addition, the Authorities should determine the inspection scope according to features of entry-exit commodities in areas by publishing notifications. It is noted that entry commodities should be inspected at entry ports, distributing centers and where the receiver is located, while exit commodities should be inspected at manufacturing companies, exit ports and distributing centers.

The notification covers electromechanical, light textiles and chemicals, including 15 subcategories as below: (for entry inspection) electronic balance cars, air purifiers, electronic toilets, brake Iinings for automobiles, quick-dry garments, uvioresistant garments, antibacterial garments, waterproof garments, children’s footwear, thermal mugs, wet wipes, condoms and wall paper; (for exit inspection) wireropes and tyres.

It deserves attention that imported children’s footwear shall be subject to GB 15979-2002 Safety Technical Specifications for Children's Footwear. Having applied on 1 Jan. 2016, the standard is more stringent than footwear for adults in physical and mechanical properties. Besides it sets forth chemical requirements such as aromatic amine dyes, formaldehyde, DMFu, nitrosamine and phthalates. Moreover, the supervision and inspection on children’s footwear and disposable hygienic products is increasingly stringent.

Imported wet wipes (anti-bacteria, bacteria-inhibiting or degerming) shall conform to GB 15979-2002 Hygienic Standard for Disposable Sanitary Products.
