2014年5月21日，欧盟委员会已经向WTO递交了相关通报（G/TBT/N/EU/213），旨修订 REACH法规，PAHs测试方法IP 346将被EN 16143:2013替代。【2015年3月3日获正式修订】

该通报共修订了REACH法规附件XVII的两块地方：
1.修订REACH附件XVII的条目50，以采用欧洲标准EN 16143:2013作为引用的分析方法，确定作为生产轮胎或轮胎部件的油使用的，带有多环芳烃（PAH）的橡胶填充油是否符合当前限制的第1段中的含量 限值。当前作为引用方法提及的对于方法IP-346的引用去除。详细修订内容详细如下：
in entry 50, column 2, paragraph 1, the second subparagraph is replaced by the following subparagraphs:
第50条，第2列，第一段第二部分替换如下：

“The standard EN 16143:2013 (Petroleum products - Determination of content of Benzo(a)pyrene (BaP) and selected polycyclic aromatic hydrocarbons (PAH) in extender oils - Procedure using double LC cleaning and GC/MS analysis) shall be used as the test method for demonstrating conformity with the limit values referred to in the first subparagraph. Until [one year from the date of entry into force of this Regulation], the limits referred to in the first subparagraph may be regarded as kept, if the polycyclic aromatics (PCA) extract is less than 3 % by weight as measured by the Institute of Petroleum standard IP 346:1998 (Determination of PCA in unused lubricating base oils and asphaltene free petroleum fractions — Dimethyl sulphoxide extraction refractive index method), provided that compliance with the limit values of BaP and of the listed PAHs, as well as the correlation of the measured values with the PCA extract, is controlled by the manufacturer or importer every six months or after each major operational change, whichever is earlier.”; EN 16143:2013(石油产品-填充油中苯并芘(BaP)和选定的多环芳烃(PAH)的含量测定.使用双液相(LC)清洗和气相色谱-质谱(GC/MS)分析规程)作为判断是否符合首段中提到的要求的测试方法。 直到[该法规生效1年起，该时间将在正式修订后给出] 首段中提到的限制将予承认，假如Polycyclic aromatics (PAC)萃取物(依石油协会标准(IP346:2004)量测)小于3%，且产制者或进口商在每6个月或主要操作改变时(适何者较早)，均会对BaP及所有表列PAHs的限制值之符合性，及相关PAC萃取物的测量值进行控制。

2.在REACH附件XVII的条目51和52中，有关在玩具和儿童护理用品中的邻苯二甲酸盐 （酯），一个过时的审议条款被删除，即删除了51和52中第二列第3条。

该修订情况拟在2014年第四季度批准。
